  11. Direct the preparation of all the presentation materials regarding the annual irrigation budget proposal, Budget Strategy, MTPIP and CIIP;
  12. Direct the preparation of project allocation and physical targets, list of sub-project by congressional district, by province and by region;
  13. Direct and review the preparation of quarterly work and financial plan and agency performance measures;
