1,799 FARMERS TO BENEFIT FROM P74.144-MILLION WORTH OF IRRIGATION PROJECTS IN BICOL REGION

NIA Region V – A total of 1,799 farmers in Albay and Camarines Sur, Bicol Region will benefit from the recently inaugurated and turned over irrigation systems by the National Irrigation Administration (NIA) on November 16, 2021. These projects with an aggregate cost of P74,144,127.46 include 1) P37.893-million South Quinale River Irrigation System (South Quinale RIS) Rubber Dam in Brgy. Busac, Oas, Albay, 2) P874,741.48 IA Model Farm Drip Irrigation Project in Brgy. Napo, Polangui, Albay, and 3) P35.377-million Agos Rubber Dam in Brgy. Agos, Bato, Camarines Sur.

The supply, delivery, replacement of rubber tube for South Quinale RIS is expected to provide timely and reliable irrigation service to 753-hectares of agricultural land in Barangays Busac, Saban, Manga, and Gumabao in Oas and Brangays Linao, Bacolod, San Isidro and San Vicente in Libon, Albay benefitting 904 farmers and their families. Also, the construction of Drip Irrigation System and Greenhouse of Mahaba Nasisi Ogsong Hibiga River Irrigation System (MNOH RIS) that is the 1,000-square meter IA Model Farm will benefit 775 Bicolano farmers of Barangays Balinad, Napo, Ponso, Mendez, and Alnay of Polangui and Barangays Balogo and Sitio Maguiron, San Ramon of Oas, Albay. And, the supply, delivery, commissioning and testing of rubber dam, canal structures and access roads of Agos Communal Irrigation Project (Agos CIP), the first rubber dam in Camarines Sur, is set to irrigate 166.67-hectares of farmlands in the Barangays San Miguel and Agos in Bato, Camarines Sur with 120 farmer beneficiaries.

Present in the event were NIA Administrator Ricardo R. Visaya, NIA Acting Deputy Administrator for Administrative and Finance Sector Freddie M. Toquero, Albay 3rd District Representative Fernando “Didi” Cabredo, representative of Mayor Domingo R. Escoto, Jr. of Oas, Albay, NIA Central Office Department Managers, Incoming Regional Manager Lauro E. Ballesteros, Albay-Catanduanes Irrigation Management Office (ACIMO) Acting Division Manager Jessie D. Baynas and Irrigators Associations (IAs).

Succeeding the event was the Turnover of Regional Leadership on November 17, 2021 at NIA Region V Office, Naga City, Camarines Sur. In the ceremony presided by Administrator Visaya, Outgoing Regional Manager Freddie M. Toquero passed on the leadership of NIA Region V to Incoming Regional Manager Lauro E. Ballesteros. A symbolic turnover of NIA Flag and a signing of Relinquishment and Assumption Order commenced at the ceremony.

Engr. Freddie M. Toquero, who is now the Acting Deputy Administrator for Administrative and Finance Sector, has served as Regional Manager for NIA Region V for more than two years. Prior to his appointment as Regional Manager of NIA Region V, Engr. Lauro E. Ballesteros, the longest serving Irrigation Management Office (IMO) Manager nationwide, has worked as the Division Manager of three IMOs in Region III. Before this appointment, he was the Division Manager of Bulacan-Aurora-Nueva Ecija IMO which was awarded as the Best IMO of the year – National Category during the 57th NIA Anniversary.

Right after the ceremony, as part of the Four-Point Agenda of Administrator Visaya, particularly in instituting measures to improve the delivery of services which includes the modernization of equipment, 16 units of shotgun, 1,680 ammunition/rounds of 9mm, and 1,920 ammunition/rounds of 12 gauge were turned-over to NIA Region V after NIA Central Office procured 319 units of shotgun armed gladiator caliber 12 gauge.

Despite the prevalence of the COVID-19 pandemic, NIA remains true to its commitment in providing efficient, reliable, and sustainable irrigation service to the Filipino farmers.
