JALAUR Project 6.11% ahead of Schedule amidst the Pandemic

NIA Central Office – The Project Management Office (PMO) of the Jalaur River Multi-Purpose Project Stage II (JRMP-II) reported that the over-all physical accomplishment of the project is 6.11% ahead of its target for the first quarter of the year during the joint virtual meeting with the office of Senate Minority Leader Senator Franklin Drilon this Thursday, April 29, 2021.

As of March 31, 2021, 37.83% is the recorded over-all physical accomplishment of JRMP-II, considering its Government of the Philippines (GOP) and Loan Proceed (LP) components, versus its 31.72% target for the same quarter.

Acting Project Manager of JRMP-II, Engineer Jonel Borres highlighted during the said briefing the ongoing works of an international contractor, DAEWOO Engineering and Construction (DEC) such as the foundation preparations for the 109-meter Jalaur High Dam as the impounding dam of the project. This is to ensure the stability and structural integrity of the project. Also, the 10.65-meter downstream coffer dam is being constructed in the Jalaur High Dam. This is the third structure constructed by DEC for the care and diversion of the river.

Furthermore, preparatory works for the construction of the upstream and downstream coffer dams of the Afterbay Dam have already begun. The 38.5 Afterbay Dam acts as the regulating dam of the project located 1.5 kilometers downstream of the High Dam. For the 10-meter Alibunan River Catch Dam, foundation preparations are likewise ongoing as the construction of its second phase commenced. Construction activities of the 81-kilometer High Line Canal (HLC) that will traverse nine (9) towns in Iloilo Province were also discussed to be ongoing.

Acting Project Manager Borres reiterated that once completed, the project will irrigate 31,840 hectares of agricultural land in Iloilo, generate 6.6 megawatts hydroelectric power and 86 million liters per day bulk water supply for the province and city. On top of that, the project will give rise to eco-cultural tourism opportunities, bring about employment opportunities for its stakeholders, and help mitigate flooding in Calinog and nearby towns.

Among those present in the virtual briefing were Senator Franklin Drilon, Senator Cynthia Villar, Chairperson of the Committee on Agriculture, and Senator Francis Pangilinan, former chairperson the National Irrigation Administration (NIA) Board of Directors during his time as Presidential Assistant for Food Security and Agricultural Modernization.

Also in attendance were the Iloilo provincial and local government officials headed by Iloilo Provincial Administrator Suzzette Mamon representing Governor Arthur Defensor, Jr. and Iloilo City Mayor Jerry Trenas, the business sector organizations and members of the media.

Administrator Ricardo R. Visaya assures that NIA as the chief implementing agency for a continued implementation of irrigation projects, JRMP-II will be done completed as planned by 2023 amidst the pandemic.
