NIA ACHIEVES OUTSTANDING CORPORATE GOVERNANCE RATING FOR THE FIRST TIME SINCE 2015

NIA Central Office The National Irrigation Administration (NIA) earned its first Outstanding rating in the CY 2024 Corporate Governance Scorecard (CGS). NIA's score improved from 89.98% (Excellent) to an adjusted rating of 91.15% (Outstanding), the highest rating given by the GCG.

The milestone reflects NIA’s commitment to transparency, accountability, good governance, and reforms under the leadership of Administrator Engr. Eddie G. Guillen and the NIA Board of Directors. It reinforces the Agency’s dedication to efficient irrigation services and sustainable agriculture.

CGS is a tool devised by GCG to measure the performance of all GOCCs based on Stakeholder Relationships (15%), Disclosure and Transparency (35%), and Responsibilities of the Board (50%). It is different from the Performance Scorecard which is a tool that measures the performance of GOCCs based on unique criteria and parameters.

SEN. GATCHALIAN VISITS 2 DAMS IN BULACAN

NIA Region III – Senator Sherwin T. Gatchalian visited two major dams in the Province of Bulacan on January 29, 2026, reaffirming the Senate’s support for the irrigation development and food security programs of President Ferdinand R. Marcos, Jr.

The visit was led by NIA Administrator Engr. Eddie G. Guillen and NIA Regional Manager Engr. Josephine B. Salazar, together with representatives from the Office of the Senator and the Legislative Budget Research and Monitoring Office (LBRMO).

The Team inspected the Angat Afterbay Regulator Dam (Bustos Dam) in the Municipality of Bustos. The dam currently serves a total area of 32,414.83 hectares, covering 16 municipalities in Bulacan and four municipalities in Pampanga.

During the inspection, the proposed P1.5-billion replacement of six rubber bladders of Bustos Dam was presented, as well as the P765-million Bustos Dam Afterbay Structure Project located at downstream of Bustos Dam. The Team also visited the completed P28-million Kapatiran Solar Pump Irrigation System in San Rafael, Bulacan, with a service area of 242.96 hectares and 213 farmer-beneficiaries.

The delegation then proceeded to Bulo Dam in the Municipality of Doña Remedios Trinidad, where they engaged with local farmers to discuss the irrigation facility’s benefits and its contribution to their livelihoods. At present, the dam provides irrigation to a total service area of 433.83 hectares.

The field visits included dialogues with Irrigators’ Associations (IAs) and farmer-beneficiaries, underscoring the vital role of NIA’s dams and irrigation projects in sustaining agricultural productivity across the region.

This marks the first visit of a senator of the Philippines in the two major dams of Bulacan. Through continuous collaboration with policymakers and irrigated farming communities, NIA remains steadfast in its commitment to strengthen irrigation infrastructure, ensure efficient water management, and support Filipino farmers.

SEN. GATCHALIAN CONFIRMS OPERATIONAL STATUS OF BULO DAM

NIA Region III – Senator Sherwin T. Gatchalian visited the Bulo Dam in the Municipality of Doña Remedios Trinidad, Bulacan on January 29, 2026, affirming that the irrigation facility is fully operational and continues to provide reliable irrigation support to local farming communities.

National Irrigation Administration (NIA) Administrator Engr. Eddie G. Guillen and NIA Regional Manager Engr. Josephine B. Salazar led the site visit. Also present in the inspection were Malibay-Kalawakan Irrigators Association (IA) President Sotero O. Sitchon, Upper Pampanga River Integrated Irrigation Systems (UPRIIS) IA President Dante Lazatin, and representatives from the Office of the Senator and the Legislative Budget Research and Monitoring Office (LBRMO).

During the dialogue with the IA officers, it was confirmed that Bulo Dam is actively serving a total irrigated area of 433.83 hectares. Farmer-beneficiaries attested to the dam’s significant contribution to sustaining crop production and improving farm livelihoods in the upland areas of Doña Remedios Trinidad.

Contrary to circulating reports, the activity highlighted that Bulo Dam remains functional, delivering irrigation water supply to support continuous agricultural activities in the area.  The visit underscored the importance of on-site validation and direct engagement with farmers to ensure that public information reflects actual conditions on the ground.

Through close coordination with policymakers and farming communities, NIA continues to uphold its commitment to maintain efficient irrigation systems, promote transparent public communication, and support the welfare of Filipino farmers.
