From Acting to Full-Fledged NIA Administrator

NIA Central Office – The officials and employees of the National Irrigation Administration (NIA) congratulate Administrator Benny D. Antiporda for being elected by the members of the NIA Board of Directors as the Agency’s new administrator during the 984th NIA Regular Board Meeting on August 18, 2022. He is the 26th Administrator of the Agency.

Before being the full-fledged chief of NIA, Administrator Antiporda has been appointed by then President Rodrigo Roa Duterte as Department of Environment and Natural Resources (DENR) Undersecretary for Solid Waste Management and Local Government Units (LGU) Concerns and NIA Senior Deputy Administrator. Under the term of President Ferdinand “Bongbong” Romualdez Marcos, Jr., he was appointed as NIA Acting Administrator.

With the objective of intensifying the Agency’s efforts and achievements in the years to come, Administrator Antiporda expressed his goal to double up the completed irrigation projects of the Agency that can fast-track irrigation development through Public-Private and Public-Public Partnership (PPP and PUP). All of these are geared towards the provision of efficient public service, especially to the farmer-beneficiaries. Thus the #NIAparasabayan was launched to remind all NIA employees to continue doing their best in the service of the Filipino people.

Earthquake-damaged Banaoang Irrigation Project in Ilocos Sur to resume water delivery on September 1

NIA Region I – With the directive of NIA Administrator Benny D. Antiporda to finish the ongoing repair works of the earthquake-damaged irrigation facilities of the Banaoang Pump Irrigation System (Banaoang PIS) in the Municipality of Bantay, Ilocos Sur within 45 days, NIA Region I headed by Regional Manager Engr. Gaudencio M. De Vera ensures that the regional office is doing its best to fast-track the efficient repair works of the project.

To date, Banaoang PIS is almost completed and is expected to resume its irrigation water delivery on September 1, 2022, only 30 days (one month) since Administrator Antiporda inspected the earthquake damages in the province. Once completed, a total of 2,200 farmers covering about 1,535 hectares of irrigable land in the municipalities of Bantay, San Ildefonso, Magsingal, San Vicente, and Sto. Domingo will benefit from the efficient irrigation service of the said project. The Action Man of NIA commended the efforts of the NIA Region I in the completion of the project repair works ahead of schedule.

“They were given 45 days to finish the repair. Within 30 days, it was done already. That is how NIAns deal with emergency situations now”, said Administrator Antiporda.

NIA finishes repair of Camiguin’s damaged main HDPE pipes 2 days after request in the IA Congress

NIA Region X – From a Camiguin farmer’s request to NIA Administrator Benny D. Antiporda in the recently concluded Regional Irrigators Association Congress on August 4, 2022 in Cagayan de Oro City regarding repair of main high-density polyethylene (HDPE) pipes in their irrigation system, immediate action was made by the Agency a day after the Congress, finishing the repair on Saturday, August 6, 2022.

With the onslaught of Typhoon Odette in Camiguin province on December 16, 2021, main HDPE pipes of Itum Communal Irrigation System (Itum CIS) in Mambajao town were damaged which halted supply of irrigation to a total of 60 hectares of farmlands, affecting at least 200 farmers in the area.

Such damage was already reported to the Lanao del Norte, Misamis Occidental, Misamis Oriental and Camiguin Irrigation Management Office (LAMISCA IMO) after the typhoon onslaught and was raised by Mr. Domingo Cabantac, San Isidro Labrador Development Farmers’ IA President to the Administrator during the Region X IA Congress held last week.

Administrator Benny D. Antiporda immediately instructed LAMISCA IMO Manager Elpidio Lucernas, Jr. during the Congress, “Basta within next week, I am giving you seven days, kailangang magkatubig ang mga magsasaka ‘dun. Kung kailangan mo ng pondo IMO, sa akin ka humingi, bibigyan kita, ayusin n’yo ‘yun, bukas na bukas, ayusin n’yo ‘yan.” 

Tested Integrity of NIA Constructed Dams

NIA Central Office – The two major dams in Luzon, the 48-year-old Pantabangan Dam in Pantabangan Nueva Ecija and the 39-year-old Magat Dam in Ramon, Isabela, were undamaged by the recent Magnitude 7.0 Earthquake in Tayum, Abra on July 27, 2022. This attests the structural integrity of NIA dams which can stand 50 years and even beyond a half century.

In a press conference held by the National Irrigation Administration (NIA) on August 1, 2022 at NIA Convention Hall, 5th Floor, DCIEC Building, Acting Administrator Benny D. Antiporda and Deputy Administrator for Engineering and Operations Sector C’zar M. Sulaik assured the public that the earthquake had no major damages to the dam structures/embankment, building facilities, roadway, canal structures, and electro-mechanical components.

Administrator Antiporda emphasized that the public does not need worry about safety and irrigation service delivery because NIA has precautionary measures. Wala pong damage ang ating dams. The Agency only wants to ensure the safety of the public, especially the communities located on downstream areas.
