NIA, NWRB, and DENR-WRMO sign MOA on repurposing NIA’s water rights

San Miguel, Manila – NIA Acting Administrator Engr. Eddie G. Guillen, Department of Environment and Natural Resources – Water Resource Management Office (DENR-WRMO) Undersecretary Dr. Carlos Primo C. David, and National Water Resources Board (NWRB) Officer-in-Charge (OIC) Executive Director Atty. Ricky A. Arzadon sign the Memorandum of Agreement (MOA) for repurposing NIA’s water rights on October 4, 2023 at the Malacañang Palace.

The MOA signing aims to achieve the optimum utilization of irrigation water, not just for agricultural use but also for power generation, bulk water supply, aquaculture, recreation, tourism, and many more which will redound to the generation of bigger revenue for the Agency. Under the memorandum, the uncompromised and unhampered provision of irrigation requirements to NIA’s existing agricultural lands and other irrigable areas programmed for development shall be secured.

Guided by the existing laws on water management and utilization, NIA supports the undertakings of the DENR-WRMO and NWRB to conserve and protect water resources to meet the changing needs of our country and its people.

NIA, NCIP, and BADEMC sign MOA on Corporate Social Responsibility

NIA Central Office – NIA Acting Administrator Engr. Eddie G. Guillen, Bugkalot Ancestral Domain Environmental Management Council (BADEMC) Representative Antonio K. Pasigian, and National Commission on Indigenous Peoples (NCIP) Chairperson Allen C.  sign the Memorandum of Agreement (MOA) on the Corporate Social Responsibility for the Bugkalot/Ilongot Indigenous Cultural Communities on September 27, 2023 at NIA Matikas Multipurpose Hall.

Suguitan, OIC-Deputy Administrator for Engineering and Operations Sector Engr. Josephine B. Salazar, Deputy Administrator for Administrative and Finance Sector Robert Victor G. Seares, UPRIIS Acting Department Manager Gertrudes A. Viado, and other NIA key personnel are present in the event.

BADEMC Chairperson Pasigian expressed his appreciation and gratitude to the good leadership of NIA Administrator Guillen.

“Nagkaroon po tayo ng iba’t ibang dialogue. Dito po nabuksan ang aming kaisipan na kung saan pumayag po kami sa offer ng ating gobyerno. Bakit kasi hindi natin gamitin ang win-win solution. Nagkaroon po ng kaunting hidwaan ang aming tribo subalit nanatiling matatag ang pamunuan sa ground, sa aming sariling lupang ninuno na hindi naming pinagyagan ang kung sinumang gustong maghari-harian. Kaya naglakas-loob po kami na i-offer ang aming pakikiisa sa NIA. Para sa ganoon, win-win solution. Matulungan po namin ang gobyerno at matulungan din po kami ng gobyerno”, Mr. Pasigian said.

The message of Mr. Pasigian was only one of the numerous testimonials of gratitude from the Agency’s stakeholders. This proves that NIA, under the leadership of Administrator Guillen, remains committed and dedicated in serving the nation.

In his message, Administrator Guillen said that the MOA signing is a symbol of NIA’s recognition about the importance of indigenous cultural communities and Indigenous Peoples (IPs) in irrigation development. It also represents NIA’s commitment to secure the rights and welfare of the indigenous peoples as one of the Agency’s stakeholders.

“Nais ko pong ipaabot ang aking pasasalamat sa pamunuan ng NCIP bilang ating kasangga upang matiyak ang maayos at mabuting kapakanan ng Bugkalot Tribe. Sa ating mga kapatid na bugkalot, kayo po ay makakaasa na ang nia ay mananatiling nakasuporta sa inyo. Kami po ay kaisa ninyo upang mas mapaunlad pa ang inyong pamumuhay at mas mapagyabong pa ang inyong kultura at tradisyon”, Administrator Guillen said.

RICE AT P25 PER KILO AVAILABLE FROM NEGROS OCCIDENTAL FARMER-IRRIGATORS

NIA Central Office – Federation of Irrigators Association of Central Negros-Bago River Irrigation System (FIACN-BRIS) of the National Irrigation Administration (NIA) Region VI, headed by Acting Regional Manager Jonel B. Borres, sold rice for Php 25 per kilogram (kg) in partnership with the Provincial Government of Negros Occidental on “Bigas ng Bayan” opening day on October 12, 2023 at Food Terminal Market, North Capitol Road, Bacolod City.

The Php 25 per kilo rice was made possible through the convergence of all sectors of society. The FIACN-BRIS of the Negros-Occidental Irrigation Management Office (IMO), led by Federation President Pedro Limpangog, allotted the 10 percent of their total production to the Negrenses at Php 25 per kilo that can be availed up to 5 kgs per consumer only. Priority consumers were senior citizens, indigents, and persons with disabilities (PWDs). At least 455 individuals availed of the low-priced rice on its opening day.

Prior to this, the Provincial Government of Negros Occidental, led by Governor Eugenio Jose Lacson, tapped the FIACN-BRIS in its Dagyaw Project, an initiative that promotes farm-level productivity interventions. They produced high-yield rice at a lower production cost with the aid of Job Order (JO) workers, who are also Irrigators Association (IA) members, in farming activities such as planting crops and running farm equipment and machinery.

With the President Ferdinand R. Marcos, Jr. directives for “cooperation, collaboration, and convergence,” NIA Acting Administrator Engr. Eddie G. Guillen boosts the Agency’s partnerships with different National Government Agencies (NGAs), Local Government Units (LGUs), and private sector to ensure food security and agricultural productivity despite agricultural challenges and threats such as El Niño. The combined efforts and initiatives of the FIACN-BRIS, provincial and local government units, and the NIA is a testament to the PBBM Administration’s vision of combating hunger and poverty and achieving food sufficiency and security across the country.

NIA continues its commitment in developing efficient and sustainable irrigation systems to uplift the lives of the Filipino farmers with the aim of propelling wealth creation opportunities in the agricultural sector of the country.

NIA and Ostrom Climate ink MOU on Climate-Smart Rice Project in Nueva Ecija

NIA Central Office – NIA Acting Administrator Engr. Eddie G. Guillen, NIA Senior Deputy Administrator Engr. Robert C. Suguitan, Ostrom Climate Solutions, Inc. (Ostrom Climate) President and Chief Executive Officer Phill Cull, and International Land Use Director Jane Boles signed the Memorandum of Understanding (MOU) for the implementation of “The Climate-Smart Rice Project in Upper Pampanga River Integrated Irrigation Systems (UPRIIS)” on October 20, 2023 at NIA Board Room, 3rd Floor, Building B. 

The project is eyed for immediate implementation until December 2028 with the goal of contributing to the achievement of rice security and resiliency in the country. This can be achieved by increasing water productivity in national irrigation systems (NISs) while reducing carbon emission in irrigated rice cultivation. The project primarily aims to promote a wide-scale and sustained adoption of Alternate Wetting and Drying (AWD) Technology in irrigated areas throughout UPRIIS with the provision of capacity-building activities and financial incentives with farmer-partners.

Under the memorandum, Ostrom Climate shall provide funds for the implementation of the project, thus incurring no cost to NIA. It shall also facilitate the identification of the required resources of NIA UPRIIS staff who will take part in the project, as well as the management of all fund releases for the project according to existing government accounting and auditing rules and regulations.

As part of the 7-Point Strategic Policy Agenda of NIA Administrator Guillen, Climate Smart Irrigators Association Farming System can be achieved through the adoption of climate-smart agricultural practices. With the signing of the MOU between NIA and Ostrom Climate, NIA looks forward to the realization of its vision of making the Philippines a climate-smart and climate change-resilient nation.
