NIA Central Office, Quezon City - "We must solve it as quick as possible" were paramount words of Dr. Florencio F. Padernal, NIA Administrator during the interagency meeting held at 3rd Floor NIA Board Room on January 7, 2016. Delegates from various government agencies including Department of Finance (DOF), Office of the Presidential Assistant for Food Security and Agricultural Modernization (OPAFSAM), National Water Resources Board (NWRB), and National Commission on Indigenous Peoples (NCIP) actively participated in discussing and analyzing every possible solution to properly address the concerns and issues of the Bugkalot Tribe.

The meeting started as Atty. Genever Dionio, Manager, Legal Services Department, resonated the gist of the recent dialogue between NIA Top Management Officials and the Bugkalot Tribe, led by Nagtipunan, Quirino Mayor and Bugkalot Chieftain Rosario Camma last December 9, 2015. Emphasis were given on the two fundamental issues raised by the tribesmen, (1) tribes's percentage claim on the profit of CalEnergy operations, and (2) the release of the 10% environmental flow pursuant to NWRB Resolution No. 01-0901. While the Bugkalot Tribe remains firm with their assertion on profit sharing and the release of the 10% environmental flow under the IPRA Law, CalEnergy is still in the legal process of questionaning the constitutionality of certain provisions of the said law.

New Food Security Czar Visits IPs in Calinog

Calinog, Iloilo - Months before the actual construction of Iloilo's biggest irrigation project, no less than the Food Security Chief visited the site of the Jalaur high dam and consulted the affected stakeholders.

Secretary Fredelita "Edel" C. Guiza of the Office of the Presidential Assistant for Food Security and Agricultural Modernization (OPAFSAM) is the very first Cabinet Official to visit the project area in the highlands of Calinog town. OPAFSAM heads four government agencies that were previously under the umbrella of the Department of Agriculture (DA). These are the National Irrigation Administration (NIA), National Food Authority (NFA), Philippine Coconut Authority (PCA) and Fertilizers and Pesticides Authority (FPA).

Dubbed as Jalaur River Multi-Purpose Project Stage II (JRMP II), the project is a priority of the Aquino Administration under the OPAFSAM and NIA. It aims to provide year-round irrigation to more than 31,840 hectares of farmlands in Iloilo Province and to contribute to the national rice self-sufficiency target of 7.6%.

NIA Central Office, Quezon City - National Irrigation Administration held a dialogue with members of the Bugkalot tribe headed by Nagtipunan, Quirino Mayor and Bugkalot Chieftain Mayor Rosario Camma to talk amid concerns of their group as they peacefully assemble in front of the central office on December 9, 2015.

Dialogues went well as the two parties mutually agreed to set an interagency meeting first thing next month to have sufficient lead time. Issues from previous meeting was raised by the tribe, led by Mayor Camma regarding their percentage share from the operations of CalEnergy Power Plant and the 10% dependable flow of water from the dam to their community.
